Challenges
New York City mandates property owners to meet stringent energy compliance regulations under Local Law 84 (annual carbon emission disclosure via the EPA’s Energy Star Portfolio Manager) and Local Law 33 (public display of building energy efficiency grades).
Our client, a service provider managing these regulatory processes for numerous properties, faced operational inefficiencies due to fragmented, manual workflows. LL84 compliance required extensive data gathering, processing, and submission with little visibility or traceability. LL33 demanded online retrieval of energy grade certificates from the Department of Buildings (DOB), preparation of print-ready delivery packages, and shipment coordination — all done manually. These efforts were time-consuming, error-prone, and lacked real-time monitoring or cross-team coordination.

The client was struggling to stay competitive in a rapidly changing market where competitors adjusted pricing thousands of times daily. Their manual monitoring process was slow, inconsistent, and covered only a fraction of their catalog. They needed real-time visibility into competitor pricing across their entire product range to optimize their pricing strategy.
Automate the end-to-end compliance process for New York City’s Local Law 84 and Local Law 33, which mandate annual energy consumption reporting and public display of building energy grades respectively.

We built a custom price aggregation system tailored to the client’s operational and strategic needs:
Web Application:
Developed using .NET MVC, C#, and Angular, this centralized platform manages quotes, proposals, contracts, billing, and customer records. It includes key features such as automated email generation, contract workflow review boards, and rule-based business process automation.
Desktop Application:
Built with WinForms and DevExpress, this system provides an Excel-like interface tailored for power users. It supports offline access, advanced custom grid views, and embedded automation tools for efficient data management.
Supporting Automation:
We implemented intelligent web scrapers and PDF extractors to retrieve billing data from utility websites and documents, converting unstructured inputs into clean, structured records within the system’s database.
Together, these integrated systems streamlined operations, enhanced data accuracy, and provided real-time visibility into the full customer and contract lifecycle.
Results
The automation suite led to a 60–70% reduction in manual labor across both compliance workflows—streamlining certificate downloads, data submissions, and package deliveries.
By integrating systems like Dropbox, Asana, and FedEx APIs, the client achieved real-time visibility and traceability, allowing operations teams to monitor compliance statuses, pending actions, and delivery stages instantly.
The solution enabled error-free and faster ESPM submissions by eliminating fragmented data collection, automating data validation, and enforcing consistent workflows for LL84 compliance.
For LL33, the delivery workflow was transformed from a multi-step manual process into a one-click, fully automated cycle, including dynamic FedEx label generation, document preparation, and proof-of-delivery logging.
The client saw a drastic improvement in cross-functional coordination and task ownership through modular dashboards, automated syncs, and structured workflow queues.
